Wendlebury Parish Council
Minutes of the Parish Council meeting held on Wednesday 27th April 2010 in the Village Hall.
One member of the public attended the meeting that started at 8.00pm.
Present: Parish Councillors: Anna McDonagh (Chairperson), Kathy Sharp, Chris Burton, Caroline Abbott, Justine Brown, Julian Cordy and Mimi Powell (Parish Clerk).
- 1. Apologies for absence: Apologies were received from District Councillor Andrew Fulljames and County Councillor Charles Shouler.
- 2. Declarations of interest: No declarations of interest at this time.
- 3 The minutes of the meeting held on 26th January 2010 were approved and signed
- 4 Statutory Business
- a. The financial summary for the year 2009/2010 was approved.
- b. The Annual Return for the year 2009/2010 in preparation for audit was approved.
- c. Members Allowances and Expenses – No expenses to claim at this time.
- d. The following payments were approved:
- Churchyard lighting £ 20.00
- ˝ clerk’s annual salary £500.64
- Newsletter £100.00
- Membership OALC £130.30
- Membership ORCC £ 30.00
- Insurance . £285.19
- Float for Village fete £700.00
- Disabled blue badge for Community bus £ 2.00
- 6. Matters arising:
- a. Chiltern Evergreen 3
The objections as outlined in Wendlebury Parish Council’s letter to the Secretary of State for Transport dated 16th February 2010 were proposed by Parish Councillor Julian Cordy and seconded by Parish Councillor Caroline Abbott. The Parish Council’s agreement was unanimous. The Minutes of this meeting are to be signed by the Chairman and forwarded to Angela Foster, Transport and Works Act Orders Unit.
The Parish Council is continuing to closely monitor Chiltern Evergreen3.
- b. Flooding – Work is to start on College Farm Bridge. See 7a below.
- c. Meetings attended –Councillor Kathy Sharp attended a meeting in Islip in regards to Chiltern Evergreen3.
- d. Proposed Eco Development – The Parish Council continues to monitor the Eco Development. Of major concern is the impact increased traffic will have on Bicester, surrounding villages and particularly Wendlebury.
- e. Allotments -At present the Council is unable to move forward with this as there is no suitable land available.
- f. Notice Board – The Parish Council are still awaiting delivery of the new notice board.
- g. Village Plan – The village plan will be promoted at the village fete. Hopefully this will drum up some interest and volunteers.
- Grit Bins – The Highways Department has agreed to replace the missing grit bin Wendlebury side of the M40 bridge. Councillors feel an additional bin within the village would be beneficial. Photos to be taken of chosen location (Julian Cordy to Action) and then emailed to Highways (Clerk to action) for approval before the order can be placed.
- 7. Reports
- a. County Council – not present
- b. District Council - not present
- c. Planning –the council endorsed planning applications as appropriate. The Parish Council is investigating a planning application following concerns raised by villagers.
- 8. Other Matters
- a. College Farm Bridge – the flooding prevention work on College Farm Bridge has been given the go ahead and is due to start as soon as the contractor is available. The bridge will close for a maximum of 3 weeks. An informative meeting will be held before work starts for anyone affected.
- b. Jim Socol Environmental agency- once work is completed on College Farm Bridge the Parish Council will personally thank Jim Socol and his relevant colleagues for all their support and work in helping the council with flood prevention.
- c. Councillor replacement etc (Anna leaving) – Chairman Anna McDonagh will be stepping down as Chairman at the AGM and resigning as a Councillor. A new Chairman will be elected at the AGM and the vacant position of Parish Councillor will then be advertised. Mimi Powell has also resigned as Parish Clerk. The position of clerk will need to be filled.
- d How to get a system for moving the folders around more efficiently! – Councillors to keep Clerk informed of holiday dates. Clerk to put Councillor’s holidays on the front of folders. Councillors to try and pass the folders on quicker.
- e Village fete – it was confirmed the plans for the village fete were running smoothly.
- f Litter pick- The equipment has already been delivered. The date for the litter pick is confirmed as 15th May at 10am. Flyers to be sent out advertising both the AGM and the litter pick. Both also to be advertised in the newsletter.
- 9. Any other business
- • Bottle bins – The bottle bins have been removed from the pub due to people abusing the facilities. There is the possibility of relocating the bottle banks at the village hall prior to the Village Hall Committee giving permission and providing people respect the facilities. A clear up rota may be implemented. The children’s’ playground is of concern.
- • Payment of £32 was approved for OPFA membership
- • The Parish Council Meeting on Tuesday October 5th to be changed to Wednesday October 6th. Clerk to action.
- • The Parish Council actively support C.O.A.I. (Communities Opposing Ardley Incinerator) but are unable to make a donation.
- • The Parish Council is aware and closely monitoring the Local Development Framework.
- • A lockable cupboard is required to store various files. Clerk to write to the Secretary of the Village Hall Committee to ask permission to locate the cupboard at the village hall.
